It is commonly known as the Eye of Providence. It is a variation of other eye symbols. You can probably find a plethora of information on various meanings but for me it is the Eye of the Observer.
One example is on the back of a dollar bill, above a pyramid.
You like quotes - here is a good example of what I saw in the picture of the bottle of Absolut:
